Appeals AQ Permit MD-6047 for the Laramie River Station issued by the WY DEQ. Basin Electric petitions the WY EQC to review the DEQ's Permit Condition 16. Basin Electric alleged the DEQ acted outside of its statutory and regulatory authority, failed to follow applicable process and procedure, acted arbitrarily and capriciously, and acted without substantial evidence in adopting Permit Condition 16 regarding additional add-on Nox controls.

Rulemaking from Water Quality Division
Docket 19-3101
The Wyoming Department of Environmental Quality/Water Quality Division (WDEQ/WQD) is proposing to add language to the Water Quality Rules and Regulations, Chapter 24 to satisfy requirements for primacy of the Underground Injection Control (UIC) Class VI program located in the Code of Federal Regulations (CFR) at 40 CFR Parts 124, 144, 145, 146, and 147. WDEQ/WQD is also proposing to correct formatting inconsistencies, grammar, and capitalization errors.

The PRBRC requested an informal conference regarding a permit amendment/transfer. The request was denied by DEQ. PRBRC than appealed the action of the department regarding the transfer and bonding.
