Summary:
The fees for facility 0-002221 have not been paid for two years. These fees are required for a facility to be covered by the Corrective Action Account and the Financial Responsibility Account, and they are not optional. During the department's compliance inspection on February 12, 2008, and during the course of the inspection, disocvered that th easternmost tank contained seven inches of product and that the Automatic Tank Gauge probes were disconnected. Because the facility is TOU, the tank must be emptied so that less than an inch of product is in the bottom of tank or leak detection procedures continued. Neither has been accomplished, which is contrary to the provisions of WWQ Rules and Regulations, Chapter 17, Section 30(a).
