Summary:
This is an appeal from the issuance of WYPDES Permit NO. WY0050601 to Yates Petroleum Corporation dated July 11, 2008 by the Administrator of the WQD of the DEQ and the Director of the DEQ. This permit authorizes Yates to discharge water produced from coalbed methane wells located up gradient from Clabaugh's ranch into Wild Horse Creek which is a tributary to the Powder River.
